The Federal Motor Carrier Safety Administration has finalized a rule eliminating the requirement for commercial motor vehicles to maintain a printed copy of their electronic logging device (ELD) operator's manual. This regulatory change, announced in the Federal Register on a Monday in May 2025, reduces compliance burden on motor carriers while maintaining safety oversight, as digital versions of ELD manuals are now built into most devices and remain accessible through the FMCSA website. Of 24 public comments received during the 60-day comment period, 18 supported the elimination, citing that physical manuals create unnecessary administrative burden and can negatively impact motor carrier safety measurement system (SMS) scores during inspections. Four commenters opposed the change, arguing that access to digital manuals remains complicated and inconsistent across different ELD device manufacturers. For supply chain and fleet operations professionals, this rule elimination signals regulatory momentum toward modernization and reduced administrative overhead in trucking compliance.
While the operational impact is modest—removing one specific documentation requirement—it demonstrates FMCSA's willingness to align regulations with technological reality.
