Motive Throttles Highway Over Payment Demand, Limiting Carrier Data

Motive, the electronic logging device (ELD) provider heading toward a public listing, has begun restricting its API connection to Highway, a major carrier vetting and compliance platform, over payment demands for data access. Highway rejected the charges, citing its free-to-carriers business model, resulting in immediate operational degradation including reduced data refresh rates, loss of location-based alerts, and withdrawal of Highway's Performance Guarantee, a commercial backstop where Highway assumes financial risk, for carriers running Motive hardware. The dispute carries outsized market implications because of the concentration of both platforms' market positions.

Highway serves 1,050+ brokers, including 70 of the top 100 U.S. brokerages, and claims involvement in 80% of brokered loads. Motive is a dominant ELD provider serving multiple industries beyond trucking. The integration conflict tests whether commercial terms between platform vendors will be enforced unilaterally and signals broader tensions over data monetization in carrier tech ecosystems.

For supply chain and brokerage teams, the immediate risk is reduced visibility into Motive-equipped carriers and loss of automated underwriting guarantees. Longer-term, this dispute may reshape how ELD and vetting platform partnerships are structured, potentially forcing carriers to choose between equipment platforms and network access, or pushing brokers to develop alternative vetting mechanisms.
