The signal

A new Cleo supply chain software report quantifies the economic damage from on-time, in-full (OTIF) delivery failures in the North American food and consumer packaged goods sector, estimating annual costs at $100 billion. The analysis reveals a critical divide between visible costs (chargebacks and expedited freight at $10-11 billion) and hidden losses (lost shelf space, reduced retailer orders, excess inventory at $85-90 billion).

Most CPG and food manufacturers currently operate at 85-91% OTIF performance while major retailers like Walmart, Target, Costco and Kroger demand thresholds above 95%, with penalties ranging from 3% of order value to reduced future business allocation. The report highlights that midsize manufacturers (revenue: $300M-$1B) face the greatest exposure, carrying both substantial indirect costs (15-16% of revenue) and rapidly escalating direct penalties, while also showing that 40% of costly expedited shipments occur in the fourth quarter when promotional and holiday demand spikes.
